New web customer - Not Existing CXR Customer

Webuser creates a [WebUser] account
Must verify account with token that is emailed to them

Webuser logs in and is asked if they are new or existing customer
Selects new customer and fills out customer profile information
This creates a new [Customer] profile in CXR and marks it as a Web Customer Pending Approval
Email is sent to webuser

CXR customer service rep finds and reviews Customer Profile.
On approval email is sent to webuser saying they are approved and can now log in.

Webuser logs in and has to confirm security questions.
Once confirmed the [Webuser] account is now linked to the [customer] profile
Logins now go directly to the webuser/customer dashboard
